A quadratic quotient from failure at 2

Failure of normal crossings over the 2-adic integers produces a nontrivial quotient of the actual arithmetic fundamental group.

The quotient has order two, so the integral complement admits a connected double cover and its maximal prosolvable fundamental group is nontrivial. A local defect at one prime thus obstructs global triviality of solvable covering theory. Proposition 2.5 of Shimizu–Yamaguchi constructs this quadratic obstruction; it establishes one direction of the relation with normal crossings at two, while the converse requires further arguments.

Mathematical statement

For finite $A\subset\mathbb P^1(\mathbb Q)$, put $U_A=\mathbb P^1_{\mathbb Z}\setminus D_A$. If $(D_A)_{\mathbb Z_2}$ is not a normal-crossings divisor, then for every geometric point $\xi$ of $U_A$ there is a continuous surjection

$$\pi_1^{\mathrm{\acute et}}(U_A,\xi)\twoheadrightarrow\mathbb Z/2\mathbb Z.$$
